Howard
DICKSON

Mr
Howard Dickson has had an extensive
career in Information Technology and
Business Transformation, having served
some of Canada's leading organisations
in Transportation, Financial Services,
as well as the Public Sector.
Mr Dickson was born in the United Kingdom
and graduated from Imperial College,
University of London in 1966, in Electrical
Engineering. Emigrating to Canada in
1967, Mr Dickson served as a design
engineer in the power generation industry
in Edmonton, Alberta.
Following a master's degree in Computer
Science in the United Kingdom in 1970,
Mr Dickson took up a management appointment
with the Canadian National Railways
which was undertaking a substantial
business transformation of its operations.
Further engagements in systems executive
roles included the Canadian Imperial
Bank of Commerce, Guaranty Trust and
Ernst & Young Management Consultants.
His most recent private sector engagement
was with National Trust (1992-1997)
where his initial role as vice-president
responsible for a range of change initiatives
led to his appointment as senior vice-president
of Operations and Technology in 1994.
In 1997, Mr Dickson was selected to
be the first Chief Information Officer
(CIO) at the Department of National
Defence of the Government of Canada,
and served as Assistant Deputy Minister,
Information Management from 1999-2004.
As the first executive to be invited
from outside both the public service
and the military, Mr Dickson had the
challenge of establishing the role of
CIO within the Department of National
Defence and served as a member of the
Defence Management Committee.
Further to the completion of his second
three-year term with the Department
of National Defence and prior to his
acceptance of the appointment from the
Hong Kong Special Administrative Region
(HKSAR) Government as the Government
Chief Information Officer, Mr Dickson
has been an independent consultant advising
clients from both the Federal Government
of Canada and the Provincial Government
of Ontario. |

Ernst
Nilsson, who joined OECD in July 2005,
is the administrator of the OECD peer
review of e-government in Turkey. Prior
to coming to the OECD, Nilsson was senior
advisor for policy, planning, and evaluation
at the US Small Business Administration
and deputy director of the Business
Compliance One-Stop portal with the
objective of reducing the administrative
regulatory burden. Before moving to
the US, Mr Nilsson was a consultant
to the Swedish government for 25 years.
Dr Nilsson has a Ph.D. in Industrial
Engineering from Northwestern University
and a MBA from the University of Chicago. |

Tomy
Chan is the Chief Solution Architect
of ParaDM (powered by DCIVision).
His major responsibilities included
performing research and analysis on
both vertical and horizontal solutions
in order to provide strategic directions
for product development of the company
and to deliver concrete benefits to
customers with document and workflow
management capabilities.
Prior to his current role, Tomy was
ParaDM’s consultant. He
helped to provide pre-sales support
and recommendations on system enhancements.
He had participated in a variety of
successful project implementation and
consultancy for finance and government
segments.
Tomy joined ParaDM as a programmer in
2001. He holds a bachelor of Computer
Science from the Hong Kong University. |

general manager for Asia Pacific, Peter
Charnock is responsible for guiding
the company's expansion into the region.
Charnock joins eCopy from Captiva Software
Corporation, a data and document capture
software solutions provider, where he
served as sales director, Australasia
and established Captiva's Asian distributor/reseller
network. Charnock also brings over 15
years of sales management experience
with Staffware, Canon Australia and
Océ Australia., and holds a Bachelor
of Science with Honours from the University
of Sydney and a Graduate Diploma in
Marketing from the University of Technology,

KOLON

Matt
Kolon is Juniper Networks' CTO for Asia
Pacific. Based in Hong Kong, he is primarily
responsible for ensuring the technical
and strategic requirements of customers
in the region are reflected in Juniper's
product portfolio.
Prior to his current role, Matt was
Juniper's regional mobility architect,
helping customers design profitable
mobile networks, and serving as Juniper's
wireless and mobility analyst for the
dynamic APAC market.
Matt joined Juniper Networks in 1999
and also writes, presents, and teaches
about mobility, security, telephony,
and the future of IP technologies. Prior
to Juniper he was a Senior Member of
Technical Staff for Hill Associates,
where he trained and consulted for telecommunications
providers; prior to that he was an IT
consultant in private practice in New
York City.
Matt has presented papers and seminars
at networking conferences and trade
shows including MPLScon, APRICOT, NANOG,
The China VPN Conference, MPLS Forum
Japan, and SuperComm. He is a co-author
of two books, "IP Telephony" (McGraw-Hill,
1999) and "Juniper Networks Routers:
The Complete Reference" (McGraw-Hill,
2002), and since 1994 has published
many technical and non-technical articles
in industry journals and elsewhere. |

James spent 6 years at IBM in various
positions. His last position in IBM

Nair is responsible for driving the
strategy and evaluating emerging technologies
for the three to five year horizon within
Information Technology Solutions Group
at Sybase. Prior to this Mr. Nair led
marketing for Sybase’s data management
products, including Adaptive Server
Enterprise (ASE), Replication, Real-Time
Data Services and Mirror Activator.
Mr. Nair joined Sybase, Inc. in 1990.
He worked on the database line of products
and was the lead engineer for Sybase
SQL Server on Netware. He then became
the product manager for the Sybase SQL
Server product on Windows NT.
From 1996 to 1998, he served as Director
of Technical Marketing for Bluecurve,
Inc., handling a product line of performance
and capacity planning tools for Windows
NT and Backoffice. Mr. Nair rejoined
Sybase in 1998.
Since 1998, Mr Nair has led product
management and marketing teams and launched
Sybase ASE (12.5, 12.5.2, 12.5.3), Sybase
Replication, Sybase Event Broker, Sybase
Enterprise Portal, Sybase Real-Time
Data Services & Sybase Mirror Activator.
