Howard DICKSON
Government Chief Information Officer

Mr Howard Dickson has had an extensive career in Information Technology and Business Transformation, having served some of Canada's leading organisations in Transportation, Financial Services, as well as the Public Sector.

Mr Dickson was born in the United Kingdom and graduated from Imperial College, University of London in 1966, in Electrical Engineering. Emigrating to Canada in 1967, Mr Dickson served as a design engineer in the power generation industry in Edmonton, Alberta.

Following a master's degree in Computer Science in the United Kingdom in 1970, Mr Dickson took up a management appointment with the Canadian National Railways which was undertaking a substantial business transformation of its operations.

Further engagements in systems executive roles included the Canadian Imperial Bank of Commerce, Guaranty Trust and Ernst & Young Management Consultants. His most recent private sector engagement was with National Trust (1992-1997) where his initial role as vice-president responsible for a range of change initiatives led to his appointment as senior vice-president of Operations and Technology in 1994.

In 1997, Mr Dickson was selected to be the first Chief Information Officer (CIO) at the Department of National Defence of the Government of Canada, and served as Assistant Deputy Minister, Information Management from 1999-2004. As the first executive to be invited from outside both the public service and the military, Mr Dickson had the challenge of establishing the role of CIO within the Department of National Defence and served as a member of the Defence Management Committee.

Further to the completion of his second three-year term with the Department of National Defence and prior to his acceptance of the appointment from the Hong Kong Special Administrative Region (HKSAR) Government as the Government Chief Information Officer, Mr Dickson has been an independent consultant advising clients from both the Federal Government of Canada and the Provincial Government of Ontario.

Ernst NILSSON PhD
Administrator, E-Government Project, Public Governance and Territorial Development Directorate
Organisation for Economic Co-operation and Development

Ernst Nilsson, who joined OECD in July 2005, is the administrator of the OECD peer review of e-government in Turkey. Prior to coming to the OECD, Nilsson was senior advisor for policy, planning, and evaluation at the US Small Business Administration and deputy director of the Business Compliance One-Stop portal with the objective of reducing the administrative regulatory burden. Before moving to the US, Mr Nilsson was a consultant to the Swedish government for 25 years.

Dr Nilsson has a Ph.D. in Industrial Engineering from Northwestern University and a MBA from the University of Chicago.

Ms Susanne ORNAGER

Professor, Head of Department for Knowledge Organization, the Royal College of Librarianship, Copenhagen, Denmark. Chief Librarian, the Academic Library of the Royal College of Librarianship and Lecturer at the same university.
Associate Expert in Information Services and Systems in UNESCO's regional office in Jakarta, Indonesia for three years.
Consultant work for different international organizations in Europe, Asia and Africa. Areas of responsibility: System analysis and design; Establishment of computerized information services; and Training courses in computer software packages.

Tomy CHAN
Chief Solution Architect
ParaDM - DCIVision

Tomy Chan is the Chief Solution Architect of ParaDM (powered by DCIVision).  His major responsibilities included performing research and analysis on both vertical and horizontal solutions in order to provide strategic directions for product development of the company and to deliver concrete benefits to customers with document and workflow management capabilities.

Prior to his current role, Tomy was ParaDM’s consultant.  He helped to provide pre-sales support and recommendations on system enhancements.  He had participated in a variety of successful project implementation and consultancy for finance and government segments.

Tomy joined ParaDM as a programmer in 2001. He holds a bachelor of Computer Science from the Hong Kong University.

Peter CHARNOCK
General Manager, Asia Pacific

As general manager for Asia Pacific, Peter Charnock is responsible for guiding the company's expansion into the region. Charnock joins eCopy from Captiva Software Corporation, a data and document capture software solutions provider, where he served as sales director, Australasia and established Captiva's Asian distributor/reseller network. Charnock also brings over 15 years of sales management experience with Staffware, Canon Australia and Océ Australia., and holds a Bachelor of Science with Honours from the University of Sydney and a Graduate Diploma in Marketing from the University of Technology, Sydney.

Matt KOLON
Chief Technology Officer, Asia Pacific
Juniper Networks (HK) Ltd

Matt Kolon is Juniper Networks' CTO for Asia Pacific. Based in Hong Kong, he is primarily responsible for ensuring the technical and strategic requirements of customers in the region are reflected in Juniper's product portfolio.

Prior to his current role, Matt was Juniper's regional mobility architect, helping customers design profitable mobile networks, and serving as Juniper's wireless and mobility analyst for the dynamic APAC market.

Matt joined Juniper Networks in 1999 and also writes, presents, and teaches about mobility, security, telephony, and the future of IP technologies. Prior to Juniper he was a Senior Member of Technical Staff for Hill Associates, where he trained and consulted for telecommunications providers; prior to that he was an IT consultant in private practice in New York City.

Matt has presented papers and seminars at networking conferences and trade shows including MPLScon, APRICOT, NANOG, The China VPN Conference, MPLS Forum Japan, and SuperComm. He is a co-author of two books, "IP Telephony" (McGraw-Hill, 1999) and "Juniper Networks Routers: The Complete Reference" (McGraw-Hill, 2002), and since 1994 has published many technical and non-technical articles in industry journals and elsewhere.

Patricia LAU

Patricia is the Head of the Government sector in Hong Kong and has over 17 years of working experience in Hong Kong, Singapore and Australia, working extensively on assignments for Government departments or statutory bodies.

She has led numerous projects on outsourcing, E-government, electronic public service delivery, business process re-engineering, IT strategy and implementation assignments. Over the years, Patricia has delivered changes with the SMART outsourcing process, and is particularly experienced in the market testing, Request for Proposal, vendor evaluation, business case analysis and negotiation processes.

Patricia has a Bachelor Degree in Surveying (Hons) and a Master Degree in Surveying Science (major Geographic Information System)from the University of New South Wales, Australia; and a MBA Degree from the Richard Ivey School of Business of the University of Western Ontario, Canada.

Prior to joining Blue Coat, James served as the Regional Sales Director, North Asia for NetScreen. He grew the business from startup stage to the market leader in 4 years time. Before that, James spent 6 years at IBM in various positions. His last position in IBM was Tivoli Channel Manager, Greater China. Prior to IBM, James served for Unisys China Ltd for 5 years as technical specialist.”

Haridas NAIR

Mr Nair is responsible for driving the strategy and evaluating emerging technologies for the three to five year horizon within Information Technology Solutions Group at Sybase. Prior to this Mr. Nair led marketing for Sybase’s data management products, including Adaptive Server Enterprise (ASE), Replication, Real-Time Data Services and Mirror Activator.
Mr. Nair joined Sybase, Inc. in 1990. He worked on the database line of products and was the lead engineer for Sybase SQL Server on Netware. He then became the product manager for the Sybase SQL Server product on Windows NT.

From 1996 to 1998, he served as Director of Technical Marketing for Bluecurve, Inc., handling a product line of performance and capacity planning tools for Windows NT and Backoffice. Mr. Nair rejoined Sybase in 1998.

Since 1998, Mr Nair has led product management and marketing teams and launched Sybase ASE (12.5, 12.5.2, 12.5.3), Sybase Replication, Sybase Event Broker, Sybase Enterprise Portal, Sybase Real-Time Data Services & Sybase Mirror Activator.

Mr. Nair has a Bachelor of Technology degree in Electrical and Electronics Engineering.

Mr. Sin is the General Manager for HK and Macao for Cisco Systems (HK) Ltd.

Charleston started his Cisco career eight year ago at headquarter in San Jose CA, where he was one of the founding members of Mobile Wireless Group. Moved back to Asia six years ago, Charleston was responsible for business development, product marketing for Mobile Wireless solutions in Asia Pacific, SP and Enterprise Sales Team Head for Hong Kong.

Prior to Cisco, Charleston was at Nortel Networks and Bell-Northern Research where he was a senior member of scientific staff for wireless and network management systems.

Born and raised in Hong Kong, Charleston spent 18 years in North America. He received his PhD in Technology Management from the University of Waterloo in Canada.

William TAM
Technical Manager - Asia Pacific,

William has more than 10 years of experience in the network security and wireless industry with extensive involvement in technical consulting and product management role and hold various positions across global and startup companies. He joined Websense in 2003, as System Engineer for the Greater China region and then promoted to Technical Manager for Asia Pacific in Sept 2005, managing the APAC System Engineer team and responsible for day-to-day technical consulting and services across the region. Prior to Websense, William is the Manager of Sales Engineering at Network365, a Ireland based multinational powerhouse and pioneer in 3G wireless data and mobile commerce and messaging technologies.

Prior to that, he was the Product Manager for IP Service Group, Lucent Technologies ( formerly Ascend Communications ), managing a suite of IP VPN, firewall security and QoS appliances. He previously served in technical positions in support and product management role at companies including, Tivoli Systems Inc, Sun Microsystem and several local IT companies as well.

Bill TING

Mr. Ting, in his role as a technology evangelist for CipherTrust Asia Pacific, consults and provides customers with a wide range of solutions involving networking, security, and business applications. He is a frequently sought after speaker within the Asia Pacific region and often speaks on the trends of emerging technologies and their integration within business applications.

Mr. Ting’s career spans 18 years in the networking and communications industries where he has performed various functions and held senior management positions in Engineering, Technical Marketing, and Sales Operation in the United States, Asia Pacific, and China. Prior to joining CipherTrust, Bill functioned as Director of Strategic Marketing for UTStarcom, Inc., where he was responsible for company’s product solution marketing and Techcom publications. In addition he was instrumental in developing new business and serving key accounts in the international market arena.

Bill served seven years at SynOptics Communications/Bay Networks, where he played a key role from 1991 to 1997 in the start-up of company’s Asia Pacific sales operations, leading Product Marketing and System Engineering functions. Subsequent to Bay Networks, Bill spent four years at Ascend Communications (later acquired by Lucent Technologies), where he was responsible for ISP and Telco business development in the APAC region.

Bill holds a Master of Science degree from the California Institute of Technology at Pasadena, California and a Bachelor of Science in Electrical and Computer Engineering from the Iowa State University.

Jeongwon Yoon has been working more than 12 years as Director of the National Computerization Agency, Korea. He is responsible for ITPAP(Information Technology and Policy Assistance Program), assisting more than 12 developing countries in the area of e-Government projects. He successfully launched IT cooperation centers in Mexico and Chile, jointly with both Governments. Prior to this, he was responsible for reviewing BPR of Korean National Finance System, planning National Backup Center, designing Digital Certification Authority, and developing IT Risk Analysis methodology. He also served as Telecom. Sector Coordinator(1998-2000) of International Y2K Cooperation Center, Auspice of UN. As a guest researcher(2001) in National Institute of Standards and Technology in USA, he conducted cross certification testing of Public Key Infrastructures between Korea and USA. He has BS and MS degrees in Computer Engineering from California State University in USA. He is a Ph.D. candidate in Information Management from Seoul University of Information.
